As introduced: - Requires a large frontier model developer with $500 million in annual gross revenue to publish a framework on how the developer approaches assessing and managing catastrophic risk. - Requires transparency measures, including publishing contact information that allows a person to communicate with the developer, and intended uses and restrictions or conditions of the frontier model. - Requires assessments of catastrophic risk. - Directs the attorney general to establish a mechanism for the reporting of critical safety incidents. - Requires a frontier developer to disclose a critical safety incident within 24 hours. - Establishes a public cloud computing cluster to be known as “MassCompute.”
